On June 17, the municipalities – or the House of Commons, as it is now called in third place – declared themselves as a national assembly, an assembly not of land, but of the people. They asked others to join them, but made it clear that they intended to manage the affairs of the nation with or without them. The king tried to resist. On 20 June, he ordered the closure of the room where the National Assembly was meeting, but the deliberations moved to a nearby tennis court, where they swore the oath of the tennis court, by which they agreed not to separate until they had settled the French Constitution. Two days later, still away from the tennis court, the congregation met at St. Louis Church, where the majority of the clergy joined them. After an abortive attempt to separate the three lands, the part of the deputies of the nobles who were still separated joined the National Assembly at the request of the king.
